Citizen Engagement in Government Performance Audits
The Washington State Auditor has commenced a program of performance audits of public agencies, as mandated by Initiative 900, passed last year by state voters.  Elway Research is coordinating a comprehensive outreach program to involve citizens, stakeholders and public employees in this unprecedented effort.  We are conducting focus groups and town hall meetings with randomly-selected groups of citizens using electronic, interactive polling; we are conducting random-sample telephone surveys of state voters; and we are conducting surveys of stakeholders and agency and local government employees.  This input is being used to guide the agenda for the performance audits.  www.sao.wa.gov

State Government Accountability -- Office of the Governor
For the second year in a row, Elway Research is conducting a series of citizen workshops across the state as part of Governor Gregoire's Government Management Accountability and Performance (GMAP) program. The purpose is to understand citizen priorities for state government and their measures of success. Employing a combination of electronic interactive polling, facilitated group discussion and table work, 50 randomly-selected citizens look at government performance measures to assess which ones are most meaningful to them and important for state government to focus on.    http://www.governor.wa.gov/gmap

United States Navy: Defining a New Maritime Strategy for the Nation
The U.S. Navy is developing a new Maritime Strategy for the nation to be announced later this year.  The Maritime Strategy will be designed to guide the Navy, Marine Corps and Coast Guard in the 21st century.  To inform this strategy, the Navy is holding a “Conversation with the Country” in a series of symposia and conferences with community leaders across the country.  Elway Research is conducting electronic interactive polling at each symposium to assess participants’ thinking about global threats and opportunities facing the United States that will shape the Maritime Strategy. www.nwc.navy.mil

City of Auburn: Citizen Satisfaction Survey
The City of Auburn WA commissioned Elway Research to assess citizens’ opinions about the quality of life in Auburn, and the level of satisfaction with the city government and City services. We interviewed 529 randomly-selected Auburn residents by telephone, including newly-annexed areas. The survey focused on changes in resident thinking over the past tow years about  those aspects of Auburn city government that are most closely related to assessment of the quality of life in the city.

Snohomish County Surface Water
Elway Research is conducting a study of property owners  with septic systems in rural Snohomish County for Snohomish County Surface Water Management. Using focus groups, sample surveys and electronic town hall meetings, we are aiding the county in the development of strategies to communicate with septic system owners about the proper practices and the potential impacts on surface water.

First Ever Televised Statewide Town Hall Elway Research made television history by producing the first-ever, statewide town hall forum. As part or our on-going work with State Auditor Brian Sonntag’s performance audit program, we connected 475 randomly-selected state residents to a giant conference call and broadcast the event live on TVW. Participants answered survey questions with their touch-tone phones. Tabulated results were telecast instantly. Participants were also able to ask questions of Sonntag during the hour-long telecast. Citizens from all 49 legislative districts took part in this historic event.  www.tvw.org

City of Kirkland: Citizen Satisfaction
The City of Kirkland commissioned Elway Research to assess citizens’ thoughts and opinions about the quality of life in Kirkland, priorities for the future and the level of satisfaction with the city government and City services. This survey is a follow up to a similar survey we conducted for Kirkland in 2006. In addition to satisfaction with particular services, the survey tracks how citizens interact with city government and their opinions about particular issues facing the city.

Idaho Transportation Department
We recently conducted a survey of Interstate 84 users to help the Idaho Transportation Department develop strategies to communicate with travelers about upcoming construction in Canyon and Ada Counties. Elway Research began working with ITD in 2003 when we conducted a series of regional town hall meetings about transportation futures in Idaho.

City of Seattle: Disposable Plastics
Like many cities, Seattle is considering various policy options with regard to disposable plastic bags and food service ware, as well as plastic foam products. Elway Research recently conducted a city-wide survey for Seattle public Utilities to assess public thinking about the issue of disposable plastics and opinion about the various options under consideration.

Shoreline, Bellevue, Kirkland, RedmondWe are conducting a services of focus groups and an electronic town hall meeting to assist these four cities in the development of a communication campaign to raise public awareness of about everyday actions’ potential harm to streams, rivers and Puget Sound.

Fare Start
We included several questions in a recent Elway Poll to test awareness and knowledge of Fare Start, the job training and placement program for homeless and disadvantaged individuals. www.farestart.org
