Citizen Engagement in Government Performance Audits
The Washington State Auditor has commenced a program of performance audits of public agencies, as mandated by Initiative 900, passed last year by state voters. Elway Research is coordinating a comprehensive outreach program to involve citizens, stakeholders and public employees in this unprecedented effort. We are conducting focus groups and town hall meetings with randomly-selected groups of citizens using electronic, interactive polling; we are conducting random-sample telephone surveys of state voters; and we are conducting surveys of stakeholders and agency and local government employees. This input is being used to guide the agenda for the performance audits. www.sao.wa.gov
Car Washing and Water Pollution -- City of Bellevue
We conducted a series of focus groups among adult residents and high school students about car washing and its connection to water pollution in the Puget Sound. The results will inform Bellevue's on-going effort to encourage environment-friendly behavior at the household level. These focus groups build on a series of focus groups and interactive polling forums we conducted last year which identified home car washing as a particularly difficult behavior to change.
Mental Health Transformation Meetings -- Interactive Polling Dept. of Social & Health Services
We provided interactive polling support for a series of workshops for the governor's Mental Health Transformation Project. Workshops were held in four cities around the state with 100-200 people at each.
Is Seattle Friendly to International Visitors? -- Trade Development Alliance
We are updating a survey we conducted in 1993 to measure how "visitor friendly" Seattle is. We distributed questionnaires to international business and leisure travelers in the Greater Seattle area in September. The questionnaire asked about their experience in this area on topics from how they learned about Washington Sstate to what they did while they were here, to how they were treated, to the availability of services.
Imagine Olympia - City of Olympia
We conducted a telephone survey of Olympia residents to kick off the City's "Imagine Olympia" program - a year-long citizen engagement effort to update the city's comprehensive plan. The survey asks residents what they want to see as the city prepares to add 20,000 residents over the next 20 years.
First Ever Televised Statewide Town Hall Elway Research made television history by producing the first-ever, statewide town hall forum. As part or our on-going work with State Auditor Brian Sonntag’s performance audit program, we connected 475 randomly-selected state residents to a giant conference call and broadcast the event live on TVW. Participants answered survey questions with their touch-tone phones. Tabulated results were telecast instantly. Participants were also able to ask questions of Sonntag during the hour-long telecast. Citizens from all 49 legislative districts took part in this historic event. www.tvw.org
